The cursors (default ones at least) come from DMZ (separate package) or Oxygen 
themes (comes from kdebase4-workspace package).
Though yours sounds like a KWin issue? Anyways, it should also be possible to 
resize anywhere on window with Alt + Right Mouse Click (+ drag obviously ;-)


P.S.
i haven't see this kind of issue on Factory + 4.13/4.11.8 Workspace.
