KDE's PowerDevil uses logind for suspending,

You can try first with command:
'qdbus --system org.freedesktop.login1 /org/freedesktop/login1 
org.freedesktop.login1.Manager.Suspend true'
This way you could determine do things go bad on PowerDevil <-> logind, or 
logind <-> pm-utils side off things.
