Right, that is the plan. 

Give link to archive if that was discussed before, but don't expect
people to join a thread if they weren't subscribed before . It is
possible, but not everyone has capabilities to do that. (Download
archives and incorporate in a mailer.)

No. 
Our wiki server setup does not allow use of such access, but on the
other hand we have single login to all services, so if you used any of
services before, you can login in the wiki. Maybe having some threads
on chit chat forum can help, as anyone able to post on forums can add
to wiki without much effort.

Also, if you guys think that adding something like button on 
http://en.opensuse.org/openSUSE:KDE_packaging_tasks that will call for
a questions, or comments, can help more, that is possible and not much
of effort for me. 

See http://en.opensuse.org/openSUSE:GCI_tasks for examples. There was
used "Add task" button and somewhat more complicated page structure
then it is needed to add comment to the talk page. The name on the
button is custom, so it can be any text we like. 

Also, I played some time ago with mail links in the wiki, and one can
add Subject to the link. It will not automatically join an existing
thread, but it will make easy to filter all messages with a same
Subject.

We need more people willing to take on packaging. 
That was a reason to create openSUSE:KDE_packaging_tasks, and
lowering barriers further can only help.

People must be able to contact us without fuss, and talk (discussion)
page is one of the ways to do that. Adding links to that page from OBS
will make one more place where people can read that they are welcome.

Nothing works better then answer to your question from live person,
when you finally find courage to post something, even so small as a
question. It worked with me and dozens of other people, and it will work
again.
