In case of terminal server setups the X11 windowmanager runs often on the 
terminal while the kde application is served from some headless application 
server. This is also the case when seemlessly providing kde applications to 
windows desktops.

So being able to opt-out of installing a window-manager makes sense.

In case the term is not already defined please consider expressing the fact 
that the windowmanager is for the X11 platform. (There can be expected window 
managers for non X11 platforms)
