Ilya provided a path to get there in another thread. 
~/.kde4/shar/config/kdeglobals controls the fonts Konq4 uses. That either has 
to be created or copied manually, or kdebase4-workspace must be installed, 
and the abundance of baggage that goes with it, just to have systemsettings 
for KDE4 to use to create that file in normal fashion. Here's the one it 
created for me:

Surely there must be some location to change the system wide default from the 
current 9, to 10, which IIRC is what openSUSE's default was up through around 
11.2. Where would that location be? I was able to find no template named 
/[usr,var]/*/kdeglobals containing any fonts entries. :-(
