I think you are right. I compare the update_for_9.0/yast-source to its 9.1 and 
9.3 counterparts and it looks like it is missing the following entries

content
directory.yast
media.1/

it only has the 'suse' directory.

Hopefully, ftpadmin will be able to correct this for you.
