Computex was a joint venture between Siemens and BASF circa 1990, so I'm
assuming this is the console of a rebadged BASF 7/71:

The article mentions that the 7/71 was IBM 4381 compatible, and indeed
there's a pretty decent resemblance to the 4381's 3278-2A console:
