Scratch that.  I had undone one too many changes in vim, and the RPM
spec was using the centos source file for 1.6.9p17.  Once compiled with
version 1.7.2p1 it worked fine.  I guess I can't complain about sudo not
figuring out my environment when I have trouble doing it myself :P

So, the Centos one didn't work, but that isn't relevant here.  The new
one is working fine.  Sorry for the spam!
