Can you please post this on users@subversion.apache.org and start a discussion
on your issue.  If there's a bug we'll be happy to reopen this issue and handle
it there.  But at this point it's not clear if there's a configuration issue or
a real bug.

This is consistent with our policy of only opening issues on confirmed bugs
which is noted in big yellow boxes you had to click past to open this, that
point you here for the reasoning why we do this:
