Fixed in r1655354, by a roughly similar patch as Kamesh Jayachandran wrote 
years ago.

But instead of delivering a separate error just on the status line I switched 
to delivering to a full subversion error chain, like we do on our own requests.

This makes the RA api behave far more like the other ra apis, without affecting 
any other users (as the status code didn't change)
