I cannot reproduce this problem anymore and didn't keep a reproduction script.

I suspect I just used the wrong property name ('global-ignores' vs
'svn:global-ignores') when I "reproduced" the problem. Setting a
'global-ignores' property leads to the strcmp() situation above.

Closing as WORKSFORME. If there is a way of triggering the problem, please
document it and re-open.
