Some of this is implemented for 1.9. When the output of svn is not redirected 
we now produce output directly to the console handling giving a huge 
performance boost. (This avoids converting to one code set at a huge 
performance cost, just to have the console convert it back to unicode)

Whenever the output is redirected the output is handled as usual to transform 
the file output in the expected way.
