Bert,

I've tested your patch against Subversion 1.7.14 (sorry, I do not currently have 
time to test 1.8.x version, we generally use 1.7). Everything seems to work.

To enable MS Word save documents to Subversion repository, we only need to 
change get_locks() method, as it is used in generic mod_dav code to handle 
preconditions. But I think that has_locks() method should also be changed (as in 
your patch) for completeness.
