This is indeed not the right fix. The parent wc update/switch shouldn't
touch the file external at all, and the following external change
should handle the external change. (Not sure which part is broken, but
your diagnosis contains most details needed)

I'll look into it later this week. Thanks for the regression test!

The proposed patch makes several tests fail.

FAIL:  diff_tests.py 28: diff a renamed directory
FAIL:  diff_tests.py 70: diff a replaced tree
FAIL:  update_tests.py 38: update --accept automatic conflict resolution
FAIL:  update_tests.py 55: update with file lock & keywords property set
