That's actually the right thing to do if 'baz' existed in any _prior_ revision
of /foo/bar.  I agree it'd be reasonable to allow the copy if /foo/bar never had
a 'baz' child in any revision.  (Whether that means "/foo/bar/baz@N is ENOENT
for all N" or "[/foo/bar@HEAD -r N]/baz is ENOENT for all N" is a good question.)
