There has been some activity recently on https://bugs.gentoo.org/223747. In
particular, I've just posted a patch there which aims to address this issue:

It does so by making the global DSO pool an unmanaged pool. That way, the DSOs
are never unloaded by APR, but only by the OS on application shutdown. As a
consequence, cleanup functions won't become invalid while there are still
objects around that will eventually call them upon cleanup.
