One way to implement "dead" for FSFS would be to have a db/dead-transactions
directory. Creating a file with the name of the transaction in that directory
would mark the transaction "dead". svn_fs_fs__open_txn would refuse to open a
dead transaction, the presence of the dead file would be reported by
svn_fs_fs__list_transactions, and the dead file would be the last thing deleted
by svn_fs_fs__purge_txn.
