When svnwcsub is (re)started it generates warnings in the logs, of this kind:
205                 logging.warn('worker backlog is at %d', self.q.qsize())
with %d decreasing each iteration.

The code should be fixed to avoid warnings during normal operation, such as
restart (or reload - SIGHUP).  That might mean throttling of some form, or just
disabling that specific warning until the "Create N WorkingCopy() objects" loop
during startup is finished.

(We might also want to not start the listener until that loop has finished; I
don't know how it works right now.)
