Bert notes on IRC that in order to use this feature on Windows it would be
helpful if %COMSPEC% and %PATH% were inherited from the parent.  (See r1307479
and its referents: PATH is available to hooks on Windows when APR is passed a
NULL (not empty) hash.)  We might want to inherit a few specific variables on
Windows by default, or to provide a configuration (file)? syntax for inheriting
named environment variables from the libsvn_repos process.
