Today I got the same issue when executing the "cleanup" command:

svn: E235000: In file'D:\Development\SV​N\Releases\Tortois​eSVN-1.7.1\ext\sub​version\subversion​libsvn_wc\workqueu​e.c'line \
672: assertion failed (checksum != NULL)

The steps before the error occured are:
- renamed a locally changed file
- tried to update the directory to load the original version from the subversion \
server. But this failed with an error(unfortunately I haven't saved the error \
                message)
- Then I tried to cleanup the directory, but this failed because of the exception. 
- At last I deleted the directory and tried to cleanup the root directory of the wc, \
but unfortunately this failed too.

The only way the solve the problem was to checkout a new clean wc.
