Fixed on trunk and backported to 1.7.1.

Since we don't have any examples of pre-upgrade working copies that triggered
the reports we can't be 100% certain that this bug is the cause of the problems
reported in 1.7.0, but this issue does have all the same hallmarks so there is a
reasonable chance.
