Looks good.
But as mentioned here:

maybe the peg revision isn't necessary.

Out of curiosity: if the path_or_url points to a path that doesn't exist in HEAD
anymore, would the function fail? Or since it doesn't really need that node
could it still return the data? If yes, then the peg revision isn't necessary.
