Fixed in r1140563.

The limited information from the parent stub entries made the adm crawler 
report the directory as existing but from SVN_INVALID_REVNUM.

The repository reporter then reported an added directory to replace the 
directory with the invalid revision number (as that didn't exist).
Result: An add vs exists tree conflict in BASE.
(Which was caught as an malfunction).

We now report a valid revision so we just get an open_directory with all the 
new information, so update fixes the incomplete state properly.
