r1138881 marked log_test.py log_with_unrelated_peg_and_operative_revs as XFail
with ra_serf.

This test is failing because ra_serf returns an SVN_ERR_FS_NOT_FOUND error from
svn_ra_get_locations() that the other RA layers do not return. The test passes
with all other RA layers.

I'm not sure whether this is a bug in ra_serf so I'm filing this issue to let
serf's masters deal with it.
