The -r and @ options are completely different.

With -r the path you specify is looked up in the current revision and with @ in 
the revision you specified.

So URL@123 specifies that you want to look at URL, like it was in r123.
While -r 123 URL looks up URL in HEAD, traces back it's history to r123 and 
then shows it to you. So you might look at OLD-URL in r123.

You can even combine these options:
-r 64 URL@123 looks up URL in r123 and then gets the history of that node at 
revision 64.
