Good point. Although bluntly skipping a pegged svn:external is not entirely 
accurate. That is, an ordinary svn up -r XXX will check if and sync files where 
BASE <> XXX and it will restore locally deleted files even when BASE = XXX. But 
normally all of that could be done 100% locally (without network access to svn 
server)
