Okay, I have figured out what is missing from the environment.  I didn't realise 
you have to attach to the dbus-daemon as well as the gnome-keyring-daemon.  I 
wrote a shell function to execute from my SSH connecting shells that exports:

DBUS_SESSION_BUS_ADDRESS 
SSH_AUTH_SOCK 
SSH_AGENT_PID 
XDG_SESSION_COOKIE

Everything is working fine now.
