In my case, I was trying three levels of renaming:

svn mv NMaven NPanday
svn mv NPanday/NMaven.Test6 NPanday/NPanday.Test6
svn mv NPanday/NPanday.Test6/1.0.0/NMaven.Test6-1.0.0.pom 
NPanday/NPanday.Test6/1.0.0/NPanday.Test6-1.0.0.pom

While this failed, the following worked:

svn mkdir NPanday
svn mv NMaven/NMaven.Test6 NPanday/NPanday.Test6
svn mv NPanday/NPanday.Test6/1.0.0/NMaven.Test6-1.0.0.pom 
NPanday/NPanday.Test6/1.0.0/NPanday.Test6-1.0.0.pom
svn rm NMaven

So this may be a helpful workaround for others experiencing this. You miss the history on the directory 
level element but it's likely only the files where you are concerned about that.
