Agustin, we use a buddy system to manage our tracker (see
http://subversion.tigris.org/issue-tracker.html), which basically means we don't
allow issues to be added to the tracker unless they've gotten validation by a
developer.  (It keeps the noise down, and lets us focus only problems that are
actual problems.)  Please raise the topic of this bug report on the
users@subversion.apache.org list.  

(That said, I'm fairly certain that what you are seeing is probably the result
of some server-side Apache configuration specific to your server.)
