In 1.6, we added fsfs packing, wherein many revisions are stored in the same
file on disk.  As a result, we now open and hold open multiple handles to the
the same.  That isn't a problem in and of itself, but packing now lets us cache
these file handles in some useful way, reducing I/O and further increasing
performance.  Filing this issue so we don't forget.
