Whilst I agree that making the svn_config APIs case-insensitive was a mistake,
we absolutely cannot change that in the 1.x line, due to our compatibility
guarantees.

(And no, you can't add case-sensitive variants to the svn_config APIs without
either significantly changing (and complicating) the internal structures, or
imposing a huge penalty on the case-insensitive ones.)
