As requested: Additional Information
As previously stated, I tried to filter backup files from a CAD application
using svn:ignore and I could not get it to work. At first I thought that the
file names were simply confusing the glob functions in SVN (assume within the
svn.exe program).
Example file list in ./History/

I'm part of a beta test of this CAD software and I reported that the backup
file names were incompatible with the CAD programs internal support for SVN.
One of the developers said that he had no problem, but uses the global setting
from the windows registry, global-ignores. I tried this and it works.
Somebody else tried it as well and they found the same.
The same effect can be seen within the CAD program via svn.exe and via
TortoiseSVN.
Although I tried many glob patterns, the simplest that works (or does not
work) is *.~*
Personally I'd rather not use the global as I'd forget it exists in a few
months and find another package does not check important files in, unless that
is I could use a more specific glob, (e.g. ./History/*.*) or
perhaps even a regex? - but the latter would be an enhancement and take longer
to implement.
Another enhancement would be, perhaps that applicable global ignores are shown
in tortoise, under properties, but this is the wrong list for that.
