I run an English Windows in codepage 932 to make it look like Japanese version
of Windows.
When I run subversion 1.2.1, most of the messages are printed as garbages. I
suspect that the double-byte characters used in codepage 932 localization isn't
printed correctly.

It's a question mark '?', followed by a backslash '\', then 3 digits. As you can
see above all ASCII characters are printed correctly.
