Actually, the above is not quite true -- the stdio library does not open files
exclusively.  It does, however, not cooperate with APR and fails to open files
that APR has opened -- I'm not sure exactly why.  It *will* concurrently open
files opened through stdio in "r" mode just fine, though.

So this is probably not an issue in production where config files are accessed
through the subversion APIs and always use the stdio calls.

I'm lowering the priority of the issue and just going to fix the repos test
again for now.
