r14879 made the regression test suite work whether or not the merge problem is
fixed (if we want a test for this bug itself, we can add one, but that's a
separate change).

Note that fixing merge to use apr_get_temp_dir() instead of just using cwd
wouldn't help (although it's good for other reasons), because the cross-device
error will still happen if the temp dir and the merge dest are on different devices.

When we solve this problem in Subversion itself, we should revert r14879.
