------- I'm tired of utf_tests.py #1 failing on random systems.  This seems to be \
complex problem:  breser has  toyed with it, erik huelsmann is stumped as well.  

So as of r13793, I've disabled the test (permanent 'Skip') until somebody really \
fixes this issue and  figures out how to best handle.   There's no point in seeing \
FAIL messages in all the nightly builds, it's  just noise.
