Because fetching of the svn:externals definitions is not alwasy desired, a way to be 
able to checkout a working copy or export without getting the externals is needed.
After a discussion with kfogel in IRC, it is suggested a new option be added to svn 
checkout and svn export (--ignore-externals?). 
Following updates on such a working copy will have to remember this and not fetch 
the externals unless some other option (--unignore-externals or --fetch-externals?) 
is passed to svn update.
It will probably be useful to make svn status aware of this funtionality as well.
