------- Currently, the client lib limits property names to the subset of XML Name \
characters that are included in ASCII. This is a completetly unncecessary and \
arbitrary limitation.

To solve this, I'd suggest a function, say, svn_xml_is_name that decides if a string \
is a valid Name according to the XML spec. Obviously, it needs to decode UTF8 values \
to do this.
