You can use cvs admin -nTAG to get rid of such troublesome tags. Better than
editing the RCS files manually. (I've had to do that to get cvs2svn to not choke
on some messy tag stuff someone did (for example, a particular tag name is a tag
in some files and a branch in others, for reasons you don't want to know).
However, we still can't use cvs2svn before it can handle vendor branches
correctly, so it didn't help very much...)
