+ Creating a repository with a directory name matching SVN_WC_ADM_DIR_NAME will
+ produce a rather unhelpful error message:

+ $ svnadmin create /home/esm/.svn
+ $ svn import file:///home/esm/.svn foosrc reposname

+ svn_error: #21067 : <Bad URL passed to RA layer>
+ Unrecognized URL scheme: foosrc
+ I can only guess that subversion/clients/cmdline/import-cmd.c is responsible,
+ where it calls out to svn_cl__args_to_target_array() in utils.c, but I haven't
+ had much chance to investigate further.
