Actually, it's not been discussed on the list so much as in in
face-to-face conversations and IRC.  The  only archived remnants of
these conversations are ones you've discovered:  issue 2282 (and maybe
1 or 2 others?), the notes/tree-conflicts/scratch-pad.txt file, and
the design of the new conflict-callback API in svn 1.5 (which lives in
svn_wc.h).  Your enumeration of use-cases is great stuff to add to the
pile.
