It's rarely the only recourse.  However, my experience is that it's
substantially less confusing for people who aren't developers, where the
SCM system is not being used for things that are typical software
packages.  Examples include such things as system administrators using an
SCM system to track changes to configuration files.

Basically, it's common in situations where the SCM system is being used as
a better RCS, without much desire to use any of the features not present
in basic RCS (at least regularly), but preserving the option to use those
features where needed.
