Mark, you should not forget the goal of this patch. Prohibit the processing
of projects that are not managed by subclipse.

To the long build time with nested projects:
I can only say what I have observed. At work, I have three patches in my
environment:

 - This patch
 - The 'Improvements for nested projects'
 - The fix for eclipse issue 156082 (https://bugs.eclipse.org/bugs/show_bug.cgi?id=156082)

And after this patch, I have never observed long build times.

Maybe it is the combination of the patches that fix the issue. But since I
don't know the reason for the problem, I can't tell how to fix it.

Found. I will post a version that is useable independently of this patch.
