Given this, should we just include the apr dlls in the win32 build, or
stop shipping it entirely (as we have for *nix)?

Hi McClain,
this is something completly different. The core subversion libraries do
not use the static apr libraries any more but the apr dll's. So for
subversion 1.1.x and up the apr dll's are required like the db4 and the
openssl libraries.
The win32 will build an dll's with unresolved externals in first place.
