Solved!

It is an Ubuntu specific problem.

Solution is in here (last post):

Worked immediately after the proper configuration changes.

Almost 1 year of trouble and searches for a stupid OS bug...

Nothing wrong with stunnel, nothing wrong with openssl, nothing wrong 
with my settings...
