The changelog of stunnel 4.33 states that "Experimental support for 
local mode on WIN32 platform" is working and that should be tried
exec = c:\windows\system32\cmd.exe

In practice, it is for me not working, a connection is accepted but 
always reset with the stunnel log message:
readsocket: Connection reset by peer (WSAECONNRESET) (10054)

It was tested using the 4.35 Windows installer.
Are there other requirements or settings necessary? Is a recompilation 
with special options senseful?
