I am getting the same error EXCEPT I only get it when I have my application
also under 'webapps'. My application runs fine in such a case but
struts-example give the error same as yours. Hopefully Craig can tell us
what's going on.

 Any help is appreciated. I followed the instructions in readme file and
tried to make the struts work under the Tomcat. I got the following
exceptions when I accessed the http://localhost:8080/struts-example/:
