Hey Gary,

This is happening because you are using "old" DOCTYPES
for your config files.

For Tiles you should be using:

<!DOCTYPE tiles-definitions PUBLIC
          "-//Apache Software Foundation//DTD Tiles
Configuration 1.1//EN"
         
"http://jakarta.apache.org/struts/dtds/tiles-config_1_1.dtd">


For Validator you should be using:

<!DOCTYPE form-validation PUBLIC
          "-//Apache Software Foundation//DTD Commons
Validator Rules Configuration 1.0//EN"
         
"http://jakarta.apache.org/commons/dtds/validator_1_0.dtd">

Let me know if you have any other problems.
