Thanks James, Jerry, and everyone's help.  I have found out some issues here
(want to let you know that i got it to work):

1) if my struts-config.xml (or any name) was created by forte (or maybe
opened by the source editor) earlier, forte will always use source editor to
open the file.  To work around this, I created the new one and copy paste
the old entries into the new file.

2)i was using external entities like this (I thought it would be more
modular):
<!DOCTYPE struts-config PUBLIC
          "-//Apache Software Foundation//DTD Struts Configuration 1.1//EN"
          "http://jakarta.apache.org/struts/dtds/struts-config_1_1.dtd"[
<!ENTITY datasources SYSTEM "struts-datasources-config.xml">
<!ENTITY plugins SYSTEM "struts-plugins-config.xml">
]>
struts-console doesn't support this.

p.s.: with struts-console, i don't think i need !ENTITY.  am i right?
