Struts will try to use locally provided DTDs before fetching them over Internet but \
if it happens it means you should see such log message:

{noformat}
Local DTD is missing for publicID: .... - defined mappings: ....
{noformat}

and it means you are using wrong PublicID that doesn't match any of the Struts DTDs
